They are dead. No shoulder strap or whip antenna. Classic 1950's-1960s civil defense use handie talkie. No reserve.

I guess this was how the bomb sheltered were supposed to communicate with one another after big hit. Battery powered fm unit. The yellow label says this equipment was purchased in part with federal funds.

Based on the batteries inside, I am assuming it is a tube-type radio. With Pitt handset. Rubber is good.
