The cosmetic condition is fair I was able to receive a local fire frequency with crystal installed. The audio appears to load and clear along with squelch channel knob functioning I have not tested ac power because plug is included.

The face plate and knobs appear to be in nice clean. Comes with 4 vhf crystals installed and mounting bracket screws.
